isolating users in IIS 6.0

When I install a New FTP site with "isolate users" I get a '530 User <username> cannot log in, home directory inaccessible. Login failed.' message. I need to know if this can be fixed without installing Active Directory. When I don't isolate users it works but allows them to see the FTP root directory. I have tried many sources including http://support.microsoft.com/?kbid=221934.
