ISI error - Service Unavailable

I built a new web site which I placed in /Inetpub/iwwwroot/newwebsite/ directory. When I access the site (with a browser) I get "Service Unavailable" message. No other information is printed on the page.
1) I have another website in a directory under wwwroot (/Inetpub/iwwwroot/oldwebsite/ and it works fine. 2) permisions are set identically to the site that works. 3) Each site has its own application pool using same credentials. 4) Each web site config is identical except for directory home and application pool and headers. 5) When I get the error message there are no entries in the event log that correspond with it.
I have been trauling the forums (ther are plenty of these errors) but none of hte solutions work. HELP ! any ideas?
