ISA2004 Blocking Wanted Site

I am currently running SBS2K3R2 on a Dell poweredge 2900. We are running ISA2004 and have all outbound access set to allow. Yesterday after lunch I came back to work to find that I cannot connect to my webserver or any of the sites hosted on it (this is surpass hosting, not local). My brother works here and also has surpass, but is able to connect. It seems to be with my specific IP of the server. Inside our network we cant connect, but outside we can, so this tells me its something on the network. I check ISA live monitoring and see that there is a failed connection attempt for my system, no rule specified to be blocking it. For the life of me, me and my brother can't figure out what it is. Nothing has changed, it just randomly starting blocking it and wont stop. The DNS cache is showing the correct IP for that domain as well. Any help is greatly appreciated, I have much development to do.

its not the ISA generate page with the tan header, its this...

The page cannot be displayed
Explanation: The request timed out before the page could be retrieved.

Try the following:

* Refresh page: Search for the page again by clicking the Refresh button. The timeout may have occurred due to Internet congestion.
* Check spelling: Check that you typed the Web page address correctly. The address may have been mistyped.
* Contact website: You may want to contact the website administrator to make sure the Web page still exists. You can do this by using the e-mail address or phone number listed on the website home page.

Technical Information (for support personnel)

* Error Code 10060: Connection timeout
* Background: There was a time out before the page could be retrieved. This might indicated that the network is congested or that the website is experiencing technical difficulties.

That tells you this isn't an ISA rule doing this.

Can the ISA server ping this site?

no i cant.

come to think of it now, about a week or two ago there was a dos attack on my shared server. i know my brother said his site staff was being null routed. let me check with my host to make sure they didnt null route my IP.

If it can't ping, you gotta resolve that first, which you obviously have realized now.
