Is ADC Prepared as a backup???

There is no such thing as a ADC. There are only DC's in Active Directory.
To answer your first question you should lookup Microsoft's configuration recommendations.
You view Active Directory from any DC. There is only one active directory so you should see changes quickly if local. Users appearing in AD is not fsmo role related.
You need to review what the fsmo roles are and what they do.
