I'm rather stuck here not being an expert on this kinda thing. My current setup is a Windows Server 2K3 box connected to a switch, I have an ADSL router also connected to the switch which handled the DHCP for all the workstations.
I am desperately seeking to route the internet through the server to control internet access. I have managed to disable DHCP on the router and now the server handles that.
I have two NICs installed on the server.
Any advice helping me set this up would be most appreciated. Thanks in advance.

Also, on the client side, their Gateway IP will have to point at the server. So when you're setting up DHCP, make sure you use the server's IP as the gateway IP for clients. Depending on whether or not you have an AD integrated domain, you may also want to point their DNS at the server too and then forward the server's DNS to your ISP's DNS.
Once you have RRAS setup, it will automatically redirect local traffic to the internet via the server.
"Controlling" access to the internet will require 3'd party software so I suggest you do som research on what type of software is available.

Thanks for your comments, I have software from a company called Kerio prety straight forward software that I have working on a test station already.
I did look into RRAS but ended up coming across Internet Content Sharing instead but I've told its not wise to head down that avenue.
I've gone ahead and set up DHCP which is working from the Server Options I currently have 003 Router option set as the IP for the router is this correct?

I am assuming by router ip you mean gateway. That would be incorrect setup.
Dhcp gives the workstations the ip of the server lan nic as gateway.In dns you list the isps dns server in the forwarders tab.
RRAS [more secure than ICS] is configured to route between the servers lan and wan nics.
Usually to control bandwidth usage you install ISA Server or similar product. I didn't see any bandwidth control in Kerio's description of their firewall.
