Are you talking about the Windows 2003 Server software trial version? Download another copy from Microsoft...

I'm actually doing this exact same thing as I type this message to you.
If I'm understanding you correctly, you want Win2k3 server running on c. Your challenge is that you've downloaded the ISO onto your C drive and am not sure how to install from the ISO without a CD burner to burn a CD.
If this assumption is correct, here's your solution (make sure to backup any data on C that you don't want to loose).
Go here: http://www.downloads.com Do a search for Virtual CD - CD/DVD Drive Emulator 5.0. Download and install this program to C. This program will allow you to create a virtual CD on C that you can load your ISO into. Once you do that, your install onto C will begin.
The install will not allow you to upgrade. It will repartition your drive and whipe out any exsisting O/S.
