I've inherited a Dell server with low C: drive partition. The D: partition has over 300GB. I'd like to resize the C: partition from 15GB to at the very least 50GB. How can I do this? Is there a product that'll let me partition the drive without destroying the data on both partition?

I like Partition Magic, but it's not free. $69.95 from Symantec.

last time I used PM it wouldn't run on server but only workstation. You have to buy a server version of partitioning software

Simplest way would probably be to try "ghosting" or cloning the system to an external USB hard drive, then when you clone it back, you should have an option to specify how large you want the partitions to be.
Example: If you clone a system that had 10GB for C: and 300GB for D: to an image file, when you clone it back you should have an option to give C: 50GB and D: 260GB.
Look at SYmantec's Ghost and Acronis products.
