IIS will not install on server

I have tried to install IIS on Windows 2003 Server but it will not install. I have tried through "add and remove programs" through the components, I have also tried through the "Configure Your Server Wizard" and directly from the Windows Server disc. I have restarted the server a few times and it will not install, I get this error: "Configuration for an Application Server IIS could not be installed on this server. To install IIS, try running the Configure Your Server Wizard again, or use Add or Remover Programs."
A few years ago IIS was removed but that should not prevent me from installing it now. I have tried to install IIS at least ten times in the past two days and it just will not work.
