Comment:

I have recently installed IIS on a 2003 server. The web page can be accessed from outside of our domain(on the internet) but if we try to access it from in our domain we get a connection refused.
I can access the page internally if I type in the internal ip address or the webserver's computer name.

We have a router that is port forwarding our IP to our webserver
Outside we have a static IP.
We have another server handling our dns.
I do not want to change the host.dat file on all our computers.

Am I missing something on our DNS server? Is there a forward zone or on it that I should be using?

Thanks for any help
