IIS running but shows page error

plz help! we have win server 2003 used by 20-50 users. Lately, on that server the while IIS shows running, but when you go the web page it shows "page can not be displayed." I have stopped and restarted IIS and that works for about 20 minutes and then again, it shows page error. I have even tried recycling application pools w/o much luck. I don't see anything in the web logs. It has enough memory....don't know what is going on. Thanks!
