IIS and ICS issue

Hi, people. I got trouble with my WIN2003 setting. I try to setup the ICS on my server through my static NIC connection, it works, but it stop my IIS server. Which means, either I can stop the Routing ICS and make the IIS work, or I let Routing ICS work and stop my IIS service.
Is there any ways you guys can help me out with this issue? I would be great appreciated!!!

I would use RRAS/NAT and not ICS for this.

But how to set the the RRAS/NAT seperately. Because as long as I try to setup the Routing, it will ask to stop the WFW/ICS service.

I got it, I found the RRAS, and try to setup the NAT, and that's the problem was, it ask me to stop the WFW/ICS service, I can setup the NAT and make the other privite IP connect to internet, but on my server, it stops the IIS service too.
