OK, I have a really strange problem. When you
open the advanced settings in IE, the
settings box is completely empty. Restoring
the advanced settings does nothing. I can't
even bring up the about Internet Explorer tab
to view what version it is. I know that it is
IE 7 though.

I had the same problem, and I never could determine the cause. Running a Repair of the OS remedied the issue.
