ics and routing and remote access

OS: windows server 2003
CPU/Ram: 2.80 Ghz, 1 Gb of Ram
Comment:

I cannot enable routing and remote access, as i get a message saying ics is running and needs to be disabled. It says disable ics and try enabling routing and remote access again. I tried valiantly to disable ics, but to no avail. I keep getting that message and am unable to enable routing and remote access. what the heck am i doing?

In your router software
do you have a port open for win server, normally 3389

Just a thought
