Xp client user connected to windows server03 wants to use Volume shadow copy service but its not showing on the Volumes Properties
where the shared folder is located . Is this feature disabled in XP machine ? or the have to configure in some other ways

Now my question is how a user can use the VSS service on the Client machine ?

twclient already installed on the XP machine for the previous versions tab
The Client XP machine is in the network .

Do you have Shadow Copy enabled on the server? You'll need to do that. It doesn't run on a client; it runs on the server.
