how to transfer AD users

OS: 2003 server ent
CPU/Ram: xp200 /512mb ram

I installed 2003 server on a new box, I have 2003 server instaled on old box. How do I transfer the users and groups from the old to the new. The new pc has AD allready installed on it with default set up. Is there a way to transfer the users and there permissions over to the new pc.

For some reason I think one can cut and paste. Don't know why I think that and the only info I find is to do a system state backup.

Have you tried using Active directory migration tool? ADMT 2.0 can be downloaded of microsoft site.
