IIS (Internet Information Services) is part of win2k3 server. It includes a web server. You can use the "server roles" wizard to set it up. The Windows help center, or whatever it's called now, has some basic information on getting IIS up and running.

Only use IIS if you're not offering web services to the outside world (intranet).
Otherwise, download Apache from Apache.org. It's much more secure and it doesn't cost anything. IIS is is strictly for amateurs.
