I installed CCproxy on a server connected directly to the internet. I want it to be a public proxy server, but whenever I configure it, HTTP ALWAYS points to the server instead of the Internet. How do I MAKE CCProxy point out to the internet just like the public proxys do it?
How do I create a Public Proxy? I installed CCProxy, will this work?

"share Internet access within the LAN efficiently and easily."
Not sure you can use it to the wan. Guess it could be setup.
I have never tried it but I guess it should work.
Normally a proxy takes requests and forwards them.
The browser settings are used to point to the proxy server. So when you put computing.net in the browser it has either a proxy setting or proxy pac file to send to. Usually the ports are changed. See the brower proxy advanced settings. Usually port 8080 is a common proxy port.
Your router has to be set up too.

okay, i don't seem to get what you mean jefro, can anyone take a look and test CCProxy for me and walk me through on how to set this up? My proxy server is basically connected directly to the internet and NOT through a firewall.

If you have a public IP address, you set the remote browser's proxy config to your ip and port and try it.
