How to report folder size.

Is there an application or method of listing all the root folders and the amount of space those folders including subfolders and files use?

If you will use this only sometimes, to check e.g. whether a user uses too much space on harddrive, you can use the TotalCommander. In TotalCommander, go to the root of the drive and press ALT-SHIFT-ENTER to get the size of the listed folders.

I love this little application that plugs right into Windows Explorer. It's called "Folder Size" and written by a guy named Brio.
I would not recommend installing this on your server (although you can if you'd like). Keep it on a desktop machine or install it on a virtual machine or something (that's what I do).
