I recently installed a new network using Windows 2003 Server. Motherboard, processor, memory and two RAID SATA disks are new, so are the power supply, coolers, DVD-R/W unit, and everything.
Everything was working fine when I declared accounts, groups, and the like. Everybody (10 workstations) will be able to see the server and viceversa. Everybody will be able to open shared files and directories within the server. But no one will be able to write or change a file because it always displays the message 'Read only file'.
I choose, for example, MYFILE.TXT, right-click on it, select Properties-Security and give total access only to USERX who will need it. Next I log on as USERX, open the MYFILE.TXT file, no problem at all, everything is there. I modify anything and try to save the file and the message 'Read only file' will ever appear.
I then select MYFILE.TXT, right-click on it and I can see the checkmark on 'Read Only'. I uncheck it, click Apply-Accept, right-click again and there is that blessed checkmark 'Read Only'.

If local access the attribute must be inherited. Check the folder properties and inheritance.
if network access check the share permissions.
