I don't believe you can. Have you searched this on microsoft's website? If not, give it a try. If you can't find a way there, then one doesn't likely exist.

It's worth noting at this juncture that most admin's disable accounts when user's leave as compared to deleting them. This avoids bloating your AD environment and makes adding new employee's a whole lot easier.

In a larger environment where users may have complex rights and permissions and group memberships it's a time saver.

For example, someone in your Payroll department leaves. Instead of deleting their account, you disable it. A month or two later when a replacement is hired, you reenable that account and change it's information to that of the new replacement. Now the new Payroll person has all the correct access and permissions needed with a minimum of effort by the admin.

If you've deleted if from the recycle bin, your best bet would probably be to use a program like GetDataBack for NTFS or similar. Or use a backup, that'll probably be the easiest.

try to use a hard disk data recovery tool, such as pc tools file recover, AnyFound data recovery software

Just FYI guys, deleting a user account from server or an AD OU is not the same thing as deleting a file from your desktop. There won't be anything inside the trashbin after and nothing to recover from the hard drive.
