users permissions such as install programs, change hardware settings, change system date and time, etc.
Let's say I want the users from "sales department" to be able to change the time and date of their computers, I create a group named "Time and Date" and add all the users from "sales deparment" to it.
What type of group do I have to create and how do I allow this group to do the tasks I want.

create a security group put the group into an orginisatioan unit or vice versa you can delegate control thru the org unit this way for the group to do certain tasks or you can create a group policy for them by right clicking on the org unit u put them into

That's what I'm trying to avoid. Don't want them to do other things, just allow them to perform certain tasks. Thanks

As for time and date, those things should be set when authenticating to the Domain Controller. User's shouldn't need to change them.
Life is more painless for those who are brainless.

There's an GPO to allow specifically the changing of date and time. Users, generally, should not be allowed to change it, but sometimes, like in my company, users like to use the calendar on the clock, and Windows would not let them use it if not having the change permission.
The GPO is right here: COMPUTER / Windows Settings / Security Settings / Local Policies / User Rights Assignment / Change the system time
