You can a use a repackager tool for converting legacy setups to .msi. You can try i.e. WinInstall LE (comes with W2K Server), WinInstall LE 2003 from ondemandsoftware.com. Wise Installer and Install Shield Admin Studio offer repackagers as well. All of these software can also create new .msi directives.

I'm also looking for some tool like that. I want to know if there is a possibility to convert a program (.exe) to an installer package (.msi) without installing the whole application. I build packages for my company and always use snapshots, but I think it's more easy to convert one file to another file without installing the application time by time. So I want to know if there is any tool like EXE2MSI or something.
