How to add user as local admin

I have a print server running windows 2003 and I want to be able to have one of my domain users as the local admin of the machine. In xp i just go to the users and add him as local admin. How is this done with a server running 2003?

If you add them as a user on the machine, if you make them an administrator, are they not just local? Don't you need to add them to the domain admin in order for them to have domain admin privileges?
