How do I set up web space?

Is there a built in feature in Windows Server 2003 that allows the Admin to set up some sort of user account and webspace to accompany it?

Are you meaning disk quotas? So a user only has a certain amount of disk space to save their work to on a network drive? If so then DFS is your best bet.
