how can i create a certificate

and if i click on certificate authority from administrative tools is will give me a error of
Cannot manage Certificate Services. The specified service does not exist as an installed service. 0x424 (WIN32: 1060)
what can i do for that ?

You can create self signed certificates. They are a great way for people to secure private data where one can control the certificates. They are free but they can't be checked against unless you really get involved.
