from where i can see my windows certificates and where it save the *.cer files in c drive and how can i create a new certificate... any budy knows ?

and if i click on certificate authority from administrative tools is will give me a error of

Cannot manage Certificate Services.
The specified service does not exist as an installed service. 0x424 (WIN32: 1060)

what can i do for that ?

You can create self signed certificates. They are a great way for people to secure private data where one can control the certificates. They are free but they can't be checked against unless you really get involved.

Install the service.

"Best Practices", Event viewer, host file, perfmon, are in my top 10
