Help with DHCP

I am currently deployed to Iraq and we are setting up a windows server 2003 for the soldiers. I have enabled DHCP, and it does issues out IP's. The problem is I cannot ping or see other PC's from the server or the other computers. Can someone help me find what I am missing

Check the windows firewall on the other pc's.
Initially when you set up a network with Server 2003 and the pc firewalls are all set to on, they can't communicate.
Turn the firewalls off and see if this fixes it.

Had to shut down RRAS, I enabled ICMP on all four network cards. i still cannot ping any local computers from the server. The local computers can ping the gateway!

Is the firewall on the server turned on? Is the IP information on the server correct? I assume the server has a static IP address. If so, is the subnet mask in gateway information on the server set the same as the client machine?
