Our Company is Using Windows Small Business 2003 Server, It has an Exchange Server Options. We want to use Microsoft Outlook 2003 in our client computers to send and Recieve Email. the problem is we cannot send and recieve email from outside like client@yahoo.com or client@gmail.com, We can only recieve emails from our local clients.

Do you have connector under Routing groups? Also you need to create MX record in your ISP DNS server for your exchange server

Make sure you have the correct MX and PTR records in DNS. Vendors like AOL MS Yahoo Gmail etc all do reverse lookups on your MX/PTR records to prevent SPAM. If the PTR record doesnt exist mail from your domain will not be accepted. You will need to contact your ISP (whomever provides you with your ip/subnet) to create the PTR record as they OWN the subnet. The MX and PTR records MUST match.

By default exchange can relay mail and doesn't require a routing group to do so. The routing groups allow more granularity as to "how" the email leaves your exchange server and what route it should take.

This being said if you can only relay internally it sounds as though you have no MX records in PUBLIC DNS. If an MX record doesn't exist and port 25 isn't forwarded on your router to your exchange you wont receive email. Also ensure you have added your domain name to your recipient policy in ESM.
