Group Policy to specific users

hi,

does anyone know if there is a way to apply Group Policy settings only to specific user groups?

I'm not using the so called Active Directory.

What is a GPO?: From MS: "Group Policy is an infrastructure used to deliver and apply one or more desired configurations or policy settings to a set of targeted users and computers within an Active Directory environment.."

I'd recommend some heavy reading on Server Management.
