Group Policy premissions

Hey if someone can help it would be nice! I have created a group for my DBA Admins. I need to give this users RDP access and I need to give to premission to install applications without them being in the Domain Admin group. Now the other problem is everything I make some changes to the group policy it effects the whole domain...What am I doing wrong??? I would appreicate any and all tips and help.

Create an OU for the computers that you want this group to have RDP access and install software privs to. Create a new policy with those settings, and link it to that OU.
