Group policy now work

Hi all. I've setup a server and run dcpromo, I also created an OU and some user accounts but when I right click on the OU and go to Properties and go to Group Policy and go to New and I got a New Group Policy Object. When I edit this policy to hide screen saver tab or hide desktop icons it work ok in server but if the user log on to workstations they still can chang screen saver or chang background. What can I do to get the GPO work on the workstations like it work on the server?
