Group policy not applying to all OU users

I made changes to my proxy server IP in Group Policy. Not all users are getting the change applied to them when they login. I have found that the policy change does get applied when a user logs into some PCs.

At what level did you set the policy? Is it at a root domain level or is it on a specific OU? Settings for proxy servers should ideally be set at domain level providing all clients in the domain require it to access the internet.

I set in in each individual OU. There is nothing in the Default Domain policy or Loopback Policy that have any proxy settings.
