Group Policy Not Applyin

Hi all,
I have recently got a windows 2003 server and installed windows active directory. I have created a new OU named "restricted" and put the workstations and users in there i wish to restrict. I have then created a Group policy for "restricted" and gone into the Scope tab added the users and then to details tab and chosen enabled.
I do this however the workstations do not inherit the group policy.. what am i doing wrong?
I have connected the workstations fine to the domain, no error messages.. so im lost...
