Group Policy is not Working

OS: Windows 2003
CPU/Ram: P4-Dual Core/ IGb

Hi All-
In W3K3 Domain, clients are not getting updated with default domain policy. I checked the policy with GPMC and didnt find any error.
PLease help

Did you wait at least 90 minutes?

Did you try forcing a policy refresh using gpupdate on the client?

Did you run dcdiag to ensure there are no issues with AD?

Yes, i waited for more than 90 min...full night !!!tried gpupdate/force too. but no result.
I think DCDiag will work with only SP1, am i correct?

Incorrect. Install the support tools off your Windows 2003 install media.
