GPO not working on workstations

We have a Windows 2003 server with XP pro sp3 workstations and I am not sure why the GPO startup/shutdown login script in computer and user configuration or anything else such as disable shutdown command will not work when I link it to the workstations, I have to link the GPO to the users's login for anything to work but I only want to do it for some groups of stations and not to the users as the login everywhere.

Summary: Hi I have created an OU with 1 user in it and linked it to a GP, user is using mandantory profile with H: mapped drive. The GP sets up the Internet proxy, classic look, my documents redirection etc.....
