GPO not working on workstations

Hi

We have a Windows 2003 server with XP pro sp3 workstations and I am not sure why the GPO startup/shutdown login script in computer and user configuration or anything else such as disable shutdown command will not work when I link it to the workstations, I have to link the GPO to the users's login for anything to work but I only want to do it for some groups of stations and not to the users as the login everywhere.

Any ideas?
