GPO doesn't SYNC

I have two domain controllers setup with win 2k3 server. The two DCs are named as SERVER01 and SERVER02. The GPO works most of the time. However, once in awhile, the GPO doesn't sync correctly. For example, I modify something on the default domain controller policy on SERVER01. After the modification, the DC-GPO doesn't sync to SERVER02's. I waited for like 15 mins, and it still didn't sync. I checked the system log on the event viewer on SERVER01, there was an error message about the GPO couldn't be applied. I dont remember the exact message because I'm not in front of the DC's now. Umm, This happens once in awhile....
