GP and local Admin Account

Hi,

Is there anyway of stopping users changing the password of the local administrator account on PC's via Group Policy?

We want to stop users changing the local administrator password as we use this account for access to all machines within the company.

1. Why would you give a standard user local admin rights to start with?
2. Using GP change the admin username and set to never expire and cannot change
3. If Users absoulutly need local admin rights, in an AD domain you can "Delegate" control over a set of PC's and with GP still lock them down.

We are a software house and developers need admin rights...to tie to lock the PC's down would cause an uproar!
