FTP Server Problem

OK I have set up an FTP site using IIS on my Windows 2003 server machine. The only problem I have run into is that it does not seem to support the REST command. I checked through the help files and in there it says it does support the command. When I issue it I get a 502 Command not implemented message. Can someone tell me if there is something I can do to get the FTP Server to handle this command or are the help files wrong and the REST command is just nto supported. Thanks
