FTP Issues - Please help!

I just don't get it and I feel very ignorant...

I'm trying to set up an FTP site that I can AT LEAST test
locally, but even though I have followed this websites
instructions perfectly:

I still can't log in Anonymously.

PLEASE HELP ASAP!

My ultimate goal is to be able to FTP in via the brower
from anywhere and download/upload content... I'm so
frustrated!

Are you using IE7? Can't FTP with IE7, have to use Windows Explorer instead.

I figured out that I needed to reinstall IIS. Apparently
someone was tampering with the settings and was causing a
redirection.

Thank you for your replies... here's the other part of the
question:

How can I sign in to my FTP from an outside network?

You'd have to have your gateway/router forward FTP requests to your FTP server.
