ftp and remote access failure

Hi, I am new to Server 2003 and have set up a web site on a new server. This is working OK, but I cannot access via ftp or remote server access. In ftp my client is asking for a user name and password. I have tried them all, administraor, user, anonymous and cannot gain access. Port 21 is open on the adsl connection. It seems to get through but I cannot log on to the server. Also got trouble with remote access of port 8098. Again this will not work. Any ideas? PLEASE going bonkers trying to solve this problem.
