Im currently using Windows Server Enterprise Edition and i want to be able to forward some ports, the internal firewall is now disabled but still ports are being blocked, where could this be, i want to forward some ports around 4661 and for some reason i dont know why they are being blocked? Port forwarding is not necessarily how you would "unblock" a port. Is your server acting as a router? If not, forwarding ports on it will not accomplish anything. How is your network set up? Are you using a router? Multiple/single public IP addresses? Where on your network is the computer you want to run a service on port 4661? - and what is that service?

Yep, my server is routing the internet connection between all of my computers. I currrently just use a domain network which is in the process of being set up. Ok. What do you mean by "allowed to use"? What do you want this computer to do exactly? I assume you're using windows 2003 server? You can configure routing - including port forwarding - from the "configure your server" wizard. Start there.
