How can i force W3svc service to restart? In the services menu, it appear as "startING" since a while. Unable to stop or start it and its dependencies.

Under Services, IISadmin, Recovery tab - you can select under First Failure - Run a file and when you choose this open the file name below appears in the File box. When the webserver hangs, it executes the iisreset file and the service restarts. I expect that you could manually execute this file as well from the run command.
