Folder permission

OS: windows 2003 server
CPU/Ram: 2.3Ghz

My question is after a server crashes and you perform the restore of the system state, once that is completed you reboot server into normal mode and then do the data restore. After the data is restored do you have to re adjust the permissions on all folders, or are they the same as before the crash?
