Floppy Drive hangs

OS: Win 2003 Server SP1
CPU/Ram: P4, 512 MB

The Floppy Drive on Win XP in general has lost a lot of ability. We do have tons of Floppy Disks which work fine on Win 98 but would not open on XP and Server 2003. So we always use a networked 98 to access such Floppies.

Is there may be an explanation, if not a solution?

USB Floppies are reading more, but not every Floppy, which works on Win 98.

Considering the expense of a floppy drive, I'd try a known good one or a new one in the unit.
