Hello,

My file server (win2k3 standard edition) has one 80 GB HDD for OS and two 500 GB mirrored HDDs.

This is in a windows 2003 domain where I've one PDC and one additional DC.

Instead of using internal 500 GB HDDs can I use external ones for high availability? If possible please guide me how to implement it.

Yes, you can. Just plug them in. There is nothing special about using an internal vs. external drive in terms of configuration or implementation.
