Exchange-Can Send but Can't Receive

I'm a newbie, so please bear with me. I am running a server with MS Server 2003 and Exchange. One of the users has recently been unable to receive e-mails from users outside of the domain (and it's hit and miss from with the domain as well). He can send without a problem, and none of the other users are having trouble at all. The received e-mails are appearing on our e-mail providers web-based site, but they are not being sent to our server. Our pop connector seems to be functioning just fine. Does anyone have any suggestions?

Are you sure that the emails aren't being sent to the server at all? That's strange since only one user is having problems. What client is he using? Is the client listed in the firewall exceptions? What is the exact error message? Are they roaming profiles?

With Exchange, it's probably Outlook. I'd check the rules in the client and see if there's something there that shouldn't be.

When I send him a test e-mail, I don't get an error like it's bouncing back or anything. And I know it's not the client, like Outlook. When I check the inbox on the web site of the e-mail provider, the e-mails are there. I don't know how to check to see if my pop connector is working (I'm using PopCon).

How do you know it's not the client? Did you try another one? I also asked you if you are using roaming profiles?
