How do I setup the users to access the webmail portion of the exchange. I can access it with the administrator account but none of my user accounts ?

By default there is nothing to set up - it should work out of the box _but_ the mailbox must exist first and will not be created until you send an email to the account.
If there is still a problem perhaps you have screwed up the mailbox permissions, but as I said, they work by default - you should post some detail on the problem.
