Exchange server using VPN connectio

Our original plan is to set up an exchange server on our client's office but it didn't go so well. Here's the scenario:
We have bought everything to host the exchange server. But we weren't able to get a VPN connection from the HQ to the exchange server because their IT department said it's a no go. However, our client's computer/ terminal server is currently connected to the HQ using VPN connection.

- is there a way to go around it so we can direct the email to our exchange server so our client will have the capability to control the e-mails, monitoring, setting permissions, organizing, etc.

- Are there any 3rd party software that we can obtain the e-mails in our own server? So we can also backup the e-mails regularly.

use rpc over http funtion in exchange /outlook .. no vpn needed ... just need to open port 80 (outlook web access)

They can use the outlook 2003/2007 client, over port 80 using the rpc over http protocol.
