Excel / Access app very slow

Running win 2003 as just a file server in network with 11 pcs. Has been running with good performance for 8+ months. Wrote new app in Excel that gets data from Access on server. Tested locally on slow laptop, app runs in 10 minutes. Moved to PC on network and would have completed in about 27 hours. Ran locally on server and still extremely slow. Changed server profile to give programs scheduling priority - no change. Task manager reports 99% idle with occasional 1% - 2% cpu for access or excel. When testing on laptop, cpu at 99% - 100%. Why is this running so slowly? Thanks!
