Error during FixBlaster.exe patch

While trying to install the FixBlaster.exe patch I get error "Setup could not verify the integrity of the file Update.inf. Make sure the Cryptographic service is running on this computer". I have verified that Cryptographic Service is set to Automatic and Started. I also have run the Symantec W32.Blaster.Worm.Fixtool prior to running the patch. Anyone have a suggestion as to what my problem may be. Running P4/1.7Ghz/512MB and Windows Server 2003 Enterprise.
