Enforcing a domain wide wallpaper?

We have a windows 2003 server running a domain with a large number of windows xp pro clients. How do i go about creating a policy or some sort of setting where a single wallpaper will appear on all the computers, or be able to set a wallpaper on only certain computers where it cannot be changed by the user, only from the server.

Only way i can think of . Create a profile, save it to a file server, modify all user acounts to point that profile and share the folder which the profile is stored

If you want users not to be able to save changes to their profiles, you can rename the ntuser.dat file in the profile folder to ntuser.man to create a mandatory roaming profile.

group policy will do this just fine, just make sure you know what you are doing in there as you can really screw up a NW of you dont!

I've tried the group policy on my test network and it does not work, also roaming profiles are something i'd like to steer away from as i've had problems with them. Is there a special method that needs to be used with the group policy?

Ok, looks like i got it to work, however when i enforce the wallpaper it makes the icons have a background color instead of the standard transparent XP icon text. Is there a way to make the icons transparent? When i disable active desktop, the wallpaper i set appears as selected in the display properties, but it does not appear on the desktop, the previously set user wallpaper does.
